I think it is both a recruiting issue and a development issue.
Most BYU recruits don't have very high upside. They are usually high football IQ players who are asked to just do their job on every play. That is more difficult than it sounds but it doesn't necessarily translate to the next level.

When we have a real playmaker they stand out, Ziggy, KVN, Taysom, etc. Most of our playmakers will get drafted, the "lunchpail" guys who just do their job won't. The NFL is all about upside and athleticism, you can't teach speed or height.

Some blame has to fall on player development. When players are openly cheering the retirement of the strength and conditioning coach, there is a problem but it is impossible to say whether player A at Oregon or Boise would have made the NFL if they had gone to BYU.

I think for the most part "NFL guys" will get to the league regardless of where they play. BYU just doesn't get many "NFL guys".
