Pell Grants are for poor kids. If we follow your logic to its end, everyone qualifies for Pell Grants because only like 1% of all 18-25 year olds that are in college make enough money not to qualify. If everyone gets a free couple grand each semester kids will work even less through school and eventually tuition will rise for everyone because the universities will figure out they can charge more and then we are back at square one, The next step is just making it "free" for everyone. BTW, I'm not saying the current system is not broken or doesn't screw the middle class.
