My problem fixes are much deeper......
First the game of soccer is out of whack.

It is structurally flawed. The biggest symptom of this that in way too high a percentage of games an inferior team can draw or win.

The reason why is because tactical and technical superior play does not translate into points in an acceptably proportionate rate.

In short, it is too hard to score. And there is too little scoring.

So my first fix is deep and structural :

1. Reduce the number of field players from 10 to 7, and reduce the field length but leave the width. This alone should increase scoring.

Other fixes:

2. Precise clock.
3. Unlimited substitutions.
4. Video replay for serious (offsides nullifying goals, cardable fouls, fouls in box etc.) play situations.
5. Fouls in box not automatic penalty shot. May be direct or indirect free kick at spot of foul.
6. Sin bin/ power play implementation.
7. After one sudden death over time period, each team takes one player off every 5 additional minutes till goal ends tie game.
8. Very, very harsh fines for any suggestion of diving or just going down too easily. Determined by league review of all games on field. Players will miraculously start staying up.

let's implement those and then review their effect after one year.
