Title IX office does its own investigations, not HCO
What they're saying is that while Title IX office can't share information about people who are victims of sex assault, or witnesses to an assault(even if such victims/witnesses were breaking honor code in some way), it can share informaiton about accused suspects from Title IX investigation with HCO. In other words, the amnesty applies only to victims/alleged victims/witnesses, and not to the accused. That seems to make sense to me, though I think its worthy of revisiting over time.

What? it would only be to discipline the perpetrator, and it specifically states that victim info will be redacted
