You are missing the investigation
title IX will do it own investigation, and the HCO only gets the perpetrator information after that is complete.
That way the HCO does not have the ability to do a duel investigation and pull in witnesses/victims that are protected by the amnesty provision into an HC proceeding.
I have to say, after reading the whole report, I am a bit blown away that title IX investigators, were also HCO investigators at the same time... uh yeah, there is going to be problems with any system if you have 2 dual roles like that in 1 employee... no wonder the reported sexual assaults was so low at BYU.

What? it would only be to discipline the perpetrator, and it specifically states that victim info will be redacted
