Here is the legit situation for the Title IX office to report to the Honor Code:
Woman comes in and says she was raped by another student. In addition to notifying the police of the rape, the Title IX office notifies the HC office so that if appropriate, the accused student can be expelled from school or suspended from Campus or whatever for violating the school's honor code (hopefully after due process).

What? it would only be to discipline the perpetrator, and it specifically states that victim info will be redacted
