It's analogous to the education rating, on a per capita basis
BYU fans spend less due to larger families and tithing but BYU fans still spend. Additionally, most BYU fans aren't liquored up to loosen their wallets at key times.
On a per pupil basis, some stats show Utah being cheap even though it does a good job in education.

With a $50k donation you can get 50 yard line seats in LES. I can't imagine a donation of this size would get you

I could be wrong but I'd guess that the seats in section 34 weren't available by the time it was a $10k donor's turn
