There's really no argument here as the BasketBall under the Big XII and under the WCC would be almost identical (with teh Big XII having MORE availability for broadcasts through ESPN and Fox both).
See right now in the WCC we have a bunch of games we don't have rights to (away games) and games that get shown on ESPN3 (which many of us can't see and isn't part of basic cable either).
ESPN3 and ESPNU are very much like the Fox regionals.
And like now any games not picked up will fall to BYUTV to broadcast. It's in the contract:

How does this benefit fans?
For the first time, every home football game will be distributed. The agreement also calls for production of Big 12 championship events; carriage of a minimum of 40 non-football events per season, including 25 womens basketball games; institutions retain the rights to produce and broadcast all remaining home sporting events not selected through the Conferences television package; and full game replays on institutional platforms 72 hours after initial airing on FOX.
There's really no valid argument whatsoever when it comes to Basketball to argue the status quo over the Big XII with regards to TV rights.
