A few things:
First, that's probably a promotional process with Comcast. He'll keep that price and never have to call in to renegotiate.
Second, he won't have a contract. He can cancel whenever he wants, switch services, etc.
Third, he can more easily use it away from home, and on more devices.

Dish does have the best options for streaming on other devices (and away from home) of the traditional offerings.
