Agreed. We've had such mild winters that there is a good chance October will be just fine. But there is also a chance
the area will be covered in snow (but Bryce with snow is also spectacular.)

Moab/arches/canyonlands will be a better bet weather and temperature wise, but you'll also have to deal with more crowds.

It's a give and take.

What he needs to recognize is if it's wet/snowy stay on the main drives in either place. You don't want to be caught up in the mountains or some trail (hiking or forest service road) in the wet and cold weather. Things can turn south fast.
