I do not subscribe to the theory that Detmer would succeed as an OC without
any other college coaching experience, but I do think that there are some holes in your Gretzky example. The primary difference is that Gretzky was the greatest hockey player ever, and Detmer was not the greatest NFL quarterback ever. In fact, he was not a good NFL quarterback at all by most measures. His value (anecdotally) was that he was adept at assisting the other quarterbacks on the roster be better because of his knowledge. Assuming that is true, Detmer's transfer from player to successful coach is easier to visualize because it is a task for which he was known, while Gretzky was never known as a coaching personality prior to assuming that position.

Regardless, I do not consider Detmer to be a prime choice for a college offensive coordinator. There would be a steep learning curve, and while he may be able to coach, is he able to put together an offensive system and philosophy, find the right coaches to whom he can transfer his system, and help the players learn and execute the system? On top of that, what kind of a playcaller would he be? That is another element to consider. At the end of the day I want Detmer on staff, but as a QB coach, not an OC.

For those of you who cite his HS coaching experience in Texas, the school he coaches at is roughly equivalent to the lowest rung of 11 man football in Utah. It's a private school that is small, and anybody can play there. The level of competition is not high at all relative to other divisions and districts in TX.
