Lots of QB coaches don't become great OCs. Lots of vice presidents make poor presidents (politically and in the corporate world). Some people are great CEOs in one setting and horrible in others. Sometimes a great head coach doesn't work out in another program (e.g., Craig Bohl). Ty Detmer has nothing to learn as a QB coach. He may not be a great OC, but he has enough experience to get a shot. We'll only know if he's a great OC if he becomes an OC, and I'd rather that he get the shot at BYU than anywhere else.
Sometimes, you have to look beyond a checklist and make a judgment call. Jim Harbaugh wasn't "qualified" based on the normal checklist to be hired as a head coach at San Diego, Stanford, or the 49ers. Look at the 49ers before and after Harbaugh. Terrible, NFC champion and perennial contender, terrible. Stanford is on the map as a college football program because they took a shot. I'm not saying Ty is Harbaugh, but Harbuagh was a 14 (15?)-year QB who coached for 2 years as an NFL QB coach and then was hired as a HC and killed it. If Ty fails, it won't be for lack of experience or football knowledge.
