You don't have to be Top 15 to be in a P5 conference. You do have to be Top 15
to win the WCC (most years). As bad as most of the league is, the top is better than almost all teams in the NCAA.
And that is the real problem with the WCC: a combination of a couple of teams that are much better than what we seem able to accomplish, and a bunch of bad teams that drag us down (and give us 2-3 bad losses each year, with no chance of any good wins).

Unfortunately, I think the intention of the BOT is to eventually step out of collegiate sports entirely.
