Company with a vested interest in giving as many fines as possible. The scam they run of 'Just pay us, then appeal...' is very wrong. If they are doing a public service, they need to be regulated and run with that goal rather than as a revenue generating business. If they are not doing a public service, they have no reason to exist and are unnecessary.
