Yes, Utah is plan B, but not in place of UT and OU
rather in place of ATM. If UT and OU had agreed to go the PAC, regardless of ATM, then Utah would be in the PAC 16 West right now (or the PAC 16 Mountain quadrant or who knows what other silliness from a 16-team league).
But it's not about UT and OU. It's about ATM, and ATM was already looking East.
