...consider. There was no offer that's why they chose to stay in the Big 12 vs go to the Pac10. It was more than a full year later (15 mos) before TAMU got an offer from the SEC. TAMU waffled on joining the Pac10 because they preferred to stay in the Big 12 vs join. But what they did or didn't do had no bearing on what Larry Scott and the Pac10 intended to do.
Getting Texas and OK was the main focus and if TAMU didn't want to come then according to Scott the Pac10 was prepared to offer Kansas instead. This was reported by many many media outlets all over the country from both Pac10 country and Big12 country. I'm not seeing where Utah entered into the conversation until after Texas and OK had pulled out and announced they were staying in the Big12. the 4 Big 12 schools (Texas, TT, OK, OSU) plus TAMU was plan A, the 4 big 12 schools (sans TAMU) plus Kansas was Plan B and when Texas and OK backed out then the Pac10 was stuck with Colorado and scrambled to find a taker (plan C) to avoid being the Pac11.
