The reason Kansas isn't in the Pac 12 is the same reason Texas Tech and Oklahoma St. aren't in the Pac 12. Once Texas and Oklahoma recommitted to the conference they didn't have the incentive to leave.
It makes sense they would have taken Kansas over Utah. In the 5 years leading up to conference expansion both schools won BCS bowls, but Kansas has a larger and more dedicated fan base thanks to their elite basketball program. The Kansas City Market is about the size of the Salt Lake media market, but Kansas is an AAU school which matters to university presidents.
Power conferences add teams from non power conferences only when there are literally no other options. Utah wasn't plan A, B, or C. Utah was plan J (you probably get in over Baylor).
