He doesn’t understand it?

I believe he assessed what happened last year, mid-year, and knew exactly what he was looking for and then won support from Tom to go out and get it.

I believe he knew the flaws of the team (both on O and D), and knew he needed a leadership change on O with specific qualities.

So yes, I disagree with your assessment.
