Both of these cases are well documented...shame on you for either not doing your research on Bronco and his organizational leadership or for being so biased you can't admit the positive.
For the others:
1) Is this really that bad? I get that it doesn't attract a lot of guys that have their focus on the NFL, but BYU doesn't generally put that many players in any way. This is a valid criticism though.
3) I don't understand, for the life of me, why he didn't use them all. That was frustrating.
4) Bronco's recruiting philosophy went right in line with his overall coaching philosophy. It comes from Jim Collins book, Good to Great. One key point in the book, "Get the wrong people off the bus, and the right people on the bus". You can only succeed when you have people in your organization who are aligned on goals, priorities, and strategy. So you have to fill that organization with the right people. You can disagree with his decision to not go after some recruits, but I can guarantee it wasn't a half-hearted "nah, I'm just lazy" decision. He put forth a plan and was following it.
