Is it that manufacturers have hidden behind it?

Is it that it is sponsored and managed by the government?

Is it the idea that government understands that their decisions have consequences that may be adverse to some unpredictable few and therefore want to provide some sort of compensation because on the whole it is overall beneficial to society writ large to vaccinate its population?

Or is it the fact that the government knows there are unintended consequences and hides that fact?
