Is it someone who doesn't believe in vaccines at all as well as someone who spreads out the 3 in 1 shot over a few weeks but in all else is on schedule?

Seems like a slippery slope of lowering thresholds to label people. I know its intellectually easier to label things only black or white but is it really the best way to go about it?
