What's broken about it? What specifically is broken in this example?
His daughter got excellent care. He paid what he expected. His insurance did it's job.
Now, there are definitely flaws, and I have very specific views on what some of those flaws are. I'm curious what you mean specifically when you say healthcare is broken.
