Provider prices are different depending on the insurer. And the patient price
won’t be the same as the insurer price.
The problem is that patients don’t pay the bills. Insurers do. So you have a system where the person deciding whether or not to seek care (or where to seek it) isn’t the same as the one paying for it.
If I’m the one paying for it, I’m going to make totally different decisions than if I’m not paying for it.
