Students still optionally paid for the all sports pass. He is saying make it mandatory to pay for the pass as part of tuition. BYU hasn't done this for at least the last 25 years.

POLL: Yay or nay: Every student pays $100-$150 extra every fall semester as part of tuition. That is listed as a “sports fee” but for that the students get a pass to every school sanctioned sporting event.
