Here is my biggest problem with what you're saying.
BYU recruited and invited him to come to the university. He accepted.

If he doesn't qualify or if there are issues with his grades or test scores - that all should've been reviewed long before the invitation was extended. Once he's been invited - he should be accepted.

I get that this whole graduate transfer thing is relatively new and there must be some issues that need to be worked out. But I don't see how it hurts the program to admit this one guy - who was already invited - while they work out the details of how they will make sure a graduated kid qualifies before recruiting and offering him a scholarship.
