That's what the rules say. Someone more knowledgeable than I would have to reconcile what you say it actually happening
with what the rules are, because my understanding is that the grad transfer rule only works if you're doing a grad program not offered by the school you're leaving. I swear I've heard them say that on TV during game broadcasts a hundred times.
