This is a really bad idea. Wildlife jump out in front of vehicles sometimes. It's not usually a problem of caution.
Let me give you 3 examples:

1) I was coming into Panguitch, UT. There is a radar-equipped speed sign, so I knew I was going under the posted limit of 30 mph. It was probably about 9:30 am, with full sun. A police car whipped past me chasing a motorist out of town heading north. Immediately behind him a deer hopped across the road and in front of me. I slammed on my brakes, but still hit the deer with the front corner of my suburban. It broke my headlight, but no other damage. The deer ran off, injured, but I'm not sure how badly.

According to your suggestion, I should ticketed and fined for hitting a deer. That's stupid.

2) I was on the stretch of very winding road between Yellowstone and Grand Teton. I was heading south, just a few car lengths behind a vehicle also heading south. This was probably about 10 am, in full sun. On a curve, a deer hopped across our lane just in front of the car in front of me. He slammed on his brakes, and didn't hit the deer. Unfortunately, a pickup came around the tight curve right at that moment, heading north, and struck the deer. The pickup didn't appear to be speeding, but was likely traveling the posted speed limit of 45 mph. I had the full view of this deer flying past the length of my windshield. It did not survive the impact.

Your suggestion would ticket the driver of that pickup, even though he wasn't to blame. That's stupid.

3) A good friend and mission buddy was on an anniversary motorcycle trip with his wife on the back on Highway 89 in southern Utah. It was late afternoon, but not quite dusk. They were traveling the posted speed limit, and both were wearing helmets. A deer jumped in front of them, and they struck it, launching both riders onto the road. My friend died, as did the deer. My friend's wife survived.

Your suggestion would fault my buddy, but would not be able to ticket or fine him because he was dead. The point, however, is that if my buddy had survived, you would like to ticket him. That's stupid.
