Because there are lots of behavioral issues that are not necessarily "morality" issues that a Bishop would manage. The
the best kept secret is that almost ALL schools have disciplinary type councils which manage mis-behaving students. Do you really want Bishops managing all the other things too including students that continually break apartment rules of some kind or another?

Other schools dont have "chastity lines" in apartments. BYU doesnt need that either. Teach adults correct principles and
