Most Universities don't contract with apartment owners to provide housing. Take the morality thing out of the equation
what if some student has outside friend(s) come stay over and roam around the dorm room as they please? What is your recourse? Who is going to handle those situations? What if they're really stinky and make strange sounds? What if they sit around in their underwear and scratch while watching MTV all day long? Who is going to police it? What is your recourse?
People who sign a contract with a housing provider expect to get what they contract for. They don't expect to have extra people sleeping over all the time or constantly using their shower or peeing on the toilet seat.
If you don't want to obey the contract, don't sign it! How easy is that concept?

Why does BYU need teeth especially when 99% of your students have Temple recommends and EEs from Bishops?

Because there are lots of behavioral issues that are not necessarily "morality" issues that a Bishop would manage. The

Other schools dont have "chastity lines" in apartments. BYU doesnt need that either. Teach adults correct principles and

I don't want to send my kids to a school that has 5 majors based on pumping different octanes of gas, so safety numbers
