The last two years were historically bad by BYU standards.
Rivals for the past 15 years:
2005- 63rd
2006- 67th
2007- 57th
2008- 83rd
2009- 50th
2010- 40th

2015- 66th
2016- 48th

2019- 100th (at best)
247 also shows a significant drop-off, although not quite as far as Rivals:
2015- 65th combined, 67th 247 only
2016- 49th combined, 50th 247 only
2017- 66th combined, 68th 247 only
2018- 78th combined, 79th 247 only
2019- 81st combined, 87th 247 only
The scatter plot isn't good, even with 2016, with the average at 69.2
Utah, on the other hand, has been pretty consistently in the upper 30s, lower 40s (rivals):

That average is 38.2
