Most Utah fans will readily admit that USC, UCLA, Oregon and Stanford have a big recruiting advantage over Utah—it's a big part of what's taken them so long to get this far in the PAC-12. And there is some truth to Utah's ability to either identify hidden talent or develop the talent they get as they tend to outperform their recruiting class rankings. Some Utah fans will even admit that historically, BYU has outperformed their class rankings as well. But recently at least, BYU has the bigger gap.
