they know are worthy of a scholarship right away, but I also see the coach's side that they are trying to lure as many good players as possible into the program and can sometimes get a kid as a PWO without committing to a scholarship. It's an issue if the coaches are making promises about scholarships and then not delivering when the kid starts contributing on the field.
Putting together a good roster is a numbers game. A lot of the players that a lot of schools wanted even on scholarship will flop. They might be injured or not have the work ethic or be misevaluated by everybody once they show up. Sometimes, the opposite is true about PWOs and they end up rising to the top. Overall, I like the coaches strategy of getting a bunch of PWOs on campus and then seeing if they are the real deal.
