I think part of what Bartoo is missing is that he is only considering class recruiting rankings in his argument, which (I believe) would not include Ty'son Williams and Tristen Hoge. I think that would make the gap appear smaller. I'd never heard of the Longson kid but that is a very impressive offer sheet. 

I think what you're missing is that all of Utah's players (sans Covey) have P5/legit G5 offers across the board, both starters and a lot of backups. You'll notice that I wasn't rolling out Fresno, Hawaii, Nevada, Idaho, Rice, UNLV, USU, USM, Air Force, Army, Ball State, or even BYU to bolster my list. 

BYU has some talented and highly-recruited players, but overall there is definitely a noticeable difference. And if you look at the 2018 and 2019 classes, the classes are even more disproportionate. That was Bartoo's point when discussing the four-year trend of recruiting.
