We just got our son the Gabb Wireless phone
It looks like a smartphone but can't do internet, install any additional apps, or even send/receive pictures via text. It basically can text "text" only, make/receive phone calls, and then a few other apps which don't allow access to any web content.

Used Android phone + Tello ($5) + Life360 + Google Family Link. No calls, no texts. Other apps and games disabled
