Baseball rules question

A runner is at first with one out. A fly ball is hit to 1st baseman who lets it drop. If the runner at first stays at first and does not advance, he cannot be tagged out, correct? I know he can be forced out at second but he cannot be tagged out, correct?

I have never seen this situation but believe you're incorrect. Once the force is on he isn't safe standing on first.

There has to be runners on 1st and second and less than 2 outs. And infield fly has to be called by an ump. It isn't

Yes. If the 1B lets the ball drop he can tag the runner on first or throw to 2nd
