There's an intentional drop rule, basically the same as the infield fly, just
not called very often because executing such a double play is generally very difficult. With most pop flies that aren't line drives, the batter has more than enough time to get his butt to first. And if it's a line drive, the fielder won't want to risk some weird deflection of the ball that results in everybody being safe.
At any rate, you can't cheat your way to a double play.

You can tag a player out standing on a bag if they are not safe on the bag. They could tag the runner standing on first
