A columnist says he would have been out. But he doesn’t cite the rule.
And both instances in this thread that cite the rule, I interpret it as the runner cannot be tagged out until the batter reaches first base.

You can tag a player out standing on a bag if they are not safe on the bag. They could tag the runner standing on first
