I read that rule as the runner is entitled to the base until the batter
Gets there. Or rather, the runner may remain at first until the batter gets there. Therefore, as I interpret that, the runner cannot be tagged out while standing on the base until the batter touches first.

You can tag a player out standing on a bag if they are not safe on the bag. They could tag the runner standing on first
