That was a response to the situation where 2 runners are on the base. So long as the runner is forced to go to 2nd, he
can be tagged out, even if on the base. If you take away the force by tagging the batter or stepping on the bag before tagging the runner, then he can stay. If for some reason the runner stays on the bag you can tag him while the force is on.
