It seems like they should be able to make it happen.
It would be very different in terms of international travel, and the like, but it seems like most places have figured out how to keep sports going, and summer should be lower in terms of infections. They could also get the athletes vaccinated by then, and make it a condition of their participation. I think it would be good for the world, actually, and people should be motivated to try to make it happen.
