minutes a dog owner would stroll down the hill without a leash and their dogs would all go right to the sand and either take a piss or sniff junk. It was comical. I counted 5 different dogs interrupt their game in the time I was playing catch with my son in a particular spot dogs can't get to. Sugarhouse park is supposedly a "leash park," signs everywhere. It's the biggest dog park in the state, dozens of dogs roaming freely sniffing what they can and fighting other dogs.
