Doesn't the tax code already distinguish between primary residences and rentals?

I can see an argument to make the incentives for single, primary ownership more affordable and raise taxes on individuals or business who owning multiple properties to rent, but agree with most of the replies that banning is not the solution.

If you want to discourage something, just make it cost more.
