Perhaps a limit of sorts.

A nice rule would be that the landlord has to live in the same state. Or that the landlord can't own more than 5 single family homes. We need rentals for short term situations. But having billionaires from who knows where, buy up all the property and then raise the rent is not a good thing. I would love to see more people own their own homes. They would take more pride in their neighborhoods. Crime would likely go down...
