Here in TX most neighborhood streets when there is one car parked on one side, there is no room for two cars going different directions to go by at that point.

So people just slow down or stop to wait for the other person. Even worse if cars are parked on both sides like at night. Then no way 2 cars, just one down the middle.

Be patient and just slow down, don’t feel like you have to pass. Harder for the person on the bike to slow and speed up than you in your car.
