Also top 20 is completely irrelevant to qualify.

The top 6 conferences get an auto bid. If BYU joined the AAC with Boise and 1 other decent program the AAC would be a near lock for an autobid every single year. At that point you just have to win the conference. There would be no other conference even close to as strong as the AAC outside the P5.

Not really. BYU is always going to go to a bowl, and outside the NY6 bowls, one is no better than another these days.
