Not sure if he's "so much better". He hasn't played since 2019. Both players...
...have strengths and opportunities for improvement.

The only real comparison we can do is based on their play from 2019 which is limited data and both players would've certainly improved on some things in the time since then.

Romney is better under pressure than Hall (his PFF passing grade doesn't change much between a clean pocket and under pressure while Hall's PFF grade drops 10pts), quicker in decision making and getting rid of the ball (much better avoiding sacks) and more accurate on throws behind the LOS. The thing to like about Romney is he gets the ball to his playmakers quickly allowing them time to make a move or two and generate yards after the catch. He was about a half second quicker on avg than Hall was in getting rid of the ball. Romney's PFF passing grade was much better on short throws (behind LOS to 9 yds) than Hall.

Hall makes more Big Time Throws (BTT) and fewer Turnover Worthy Plays (TWP) than Romney. Hall excels at the intermediate range throws (10-19 yds) and completed a much higher pct of those throws for 1st downs than Romney. Hall was also much more accurate on deep balls than Romney and his PFF passing grade was much better on throws 10-20 yds or longer than Romney. Hall also scored 3 TD's on runs to 0 for Romney.

Both QB's have things to like about them. Many on CB refer to Romney as being only a game manager. There's nothing wrong with being a game manager and he is a really good one. Steve Young said Romney's talent is his ability to execute the play that the OC calls. He would be an excellent choice in a west coast style offense that relied on short throws. Hall has great physical tools and would be much better in a vertical passing game like we employed last year that prioritized getting chunk yardage plays.

Both guys have shown they can be successful and win games especially when coaches tailor the offense to fit their skills. It's quite a blessing to have 2 different but talented options with a 3rd (Conover) that we don't know much about other than he gave the 1st team defense fits last year running the scout team offense.
