There are plenty of historical examples of voluntary government.
The American west and Shaker (and other) colonies in Pennsylvania are some examples of what I would call spontaneous or market governments and you would call anarchy I guess. They both were freer and safer than their contemporaries. People demand perfection from free markets when all you need to show is superiority. And that is very easy to demonstrate.
There is a failure of human nature and that will never go away. To expect free markets or any government to end that is a fool's errand. Free markets do a better job of it though.
