They did raise the funds. They just decided to build a smaller pool.

A lot of decisions at BYU affecting the athletic programs are made by committees without even any athletic department or personnel representation. Crazy right? Things are happening to hopefully fix that but it's kinda mind-blowing to have a facility built (for example) and decide to go shorter than a standard size pool because some people thought they would "compromise" and hey, they're approving a pool that's bigger than what they previously had so shouldn't they be happy with that?
