I don’t think you teach kids to be quiet in Church. They either are or aren’t.

It’s just how they come. That family with the six kids that sit quiet as mice with their arms folded are just lucky. Fortunately, everyone seems to grow out of it. Nobody grows up to be a disruptive adult in Church.

I think you can teach kids to be quiet in church. It starts by teaching them how to be still at home.
