The Big12 will invite Utah only if

Their first choice turns them down - UW

Their second choice turns them down - Oregon

Their third choice turns them down - Arizona

Their fourth choice turns them down - Arizona St.

and possible their fifth choice turns them down - Stanford

Then the invite to Utah comes, but of course this is exactly how Utah got into the pac12, they weren't on the top of anybody's list, but fell into it by lack of others not wanting to be there.
